In 2015, the world made a promise.

Through the United Nations Sustainable Development Goals (SDGs), 193 countries committed to a shared vision: to end poverty, protect the planet, and ensure that by 2030, all people can enjoy peace and prosperity. Seventeen goals, from quality education to gender equality to climate action, became a global roadmap for a fairer future.

A decade later, that roadmap meets a technology few could have fully imagined in 2015: artificial intelligence (AI).

Today, AI can diagnose disease, personalise learning, predict crop failures, and model the effects of climate change. To many, it looks like exactly the accelerant the SDGs need with the 2030 deadline fast approaching.

But the relationship is not so simple.

AI can advance the Global Goals, and it can also undermine them. It can close gaps, and it can widen them. The outcome depends entirely on how, and for whom, it is built and used.

At Action Lab for Development (ACTLAB), this tension sits at the heart of our work. We believe technology should serve humanity and advance sustainable development, not deepen the very inequalities the SDGs were designed to end.

So let us look honestly at both sides. Where do AI and the SDGs meet, and where do they clash?

Where They Meet: AI as an Accelerator

Used wisely, AI can be a genuine force for development. The United Nations has recognised that AI can accelerate progress toward the SDGs when it is deployed responsibly and inclusively. Here is where the promise is real.

Quality Education (SDG 4)

AI can personalise learning to each student’s pace, translate materials into local languages, and extend education to places where teachers are scarce. It can free educators from routine tasks so they can spend more time mentoring and inspiring. For communities long underserved by traditional systems, this is transformative.

Good Health and Well-Being (SDG 3)

AI is already helping detect diseases earlier, support diagnosis where specialists are few, and predict outbreaks before they spread. In regions with limited medical infrastructure, these tools can extend the reach of overstretched health systems and save lives.

Zero Hunger (SDG 2)

By combining weather forecasting, soil data, and crop analysis, AI can help farmers improve yields and strengthen food security. Paired with generations of local agricultural knowledge, it becomes a powerful partner for smallholder farmers.

Decent Work and Economic Growth (SDG 8)

AI is lowering the barriers to entrepreneurship, giving small businesses tools that were once available only to large organisations. As the World Economic Forum’s Future of Jobs Report 2025 notes, technology is expected to create millions of new roles even as it transforms others.

Climate Action (SDG 13)

AI can model climate scenarios, optimise energy use, monitor deforestation, and support early warning systems for extreme weather. In the race to protect the planet, these capabilities matter enormously.

In each of these areas, AI does not replace human effort. It amplifies it. This is the partnership we call Human + AI — and at its best, it moves the Global Goals forward faster than either could alone.

Where They Clash: AI as a Risk

But the same technology carries real dangers for sustainable development. If we celebrate only the promise, we miss the warnings that responsible institutions are raising.

Reduced Inequalities (SDG 10) — The Deepest Tension

This is where AI and the SDGs collide most sharply.

The International Telecommunication Union (ITU) reports that around 2.2 billion people remain offline, the vast majority in low- and middle-income countries. Internet use reaches 94% in high-income countries but just 23% in low-income ones. If AI is built on and for the connected world, it risks leaving the unconnected even further behind.

The United Nations Development Programme has warned that unmanaged AI adoption could spark a “new era of divergence,” widening gaps between and within countries. A technology meant to reduce inequality could, without care, entrench it.

Gender Equality (SDG 5)

The digital divide has a gender dimension: roughly 280 million more men than women are online. When AI is trained on biased data, it can also reproduce and amplify discrimination against women in hiring, lending, and beyond, working directly against the goal of gender equality.

Climate Action (SDG 13) — A Double-Edged Sword

The same AI that helps fight climate change also consumes enormous amounts of energy and water. Training and running large AI systems carries a significant environmental footprint. Without responsible design, a tool for climate action can quietly become a source of climate strain.

Peace, Justice and Strong Institutions (SDG 16)

AI can strengthen public services, but it can also be misused, for surveillance, misinformation, or decisions made without transparency or accountability. As UNESCO’s Recommendation on the Ethics of Artificial Intelligence stresses, without strong ethical safeguards, AI can undermine rights rather than protect them.

The pattern is clear. Nearly every goal AI can advance, it can also threaten. The technology is not the deciding factor. Our choices are.

The Deciding Factor: Ethics and Inclusion

So what determines which future we get?

Two things above all: ethics and inclusion.

AI advances the SDGs when it is built transparently, governed accountably, and designed with the communities it affects, not merely for them. It clashes with the SDGs when it is deployed without fairness, without representation, and without asking who might be left behind.

The OECD frames this well: trustworthy AI must rest on fairness, transparency, and accountability. These are not obstacles to progress. They are the conditions that make progress sustainable.

The important question, then, is not simply can AI help us reach the Global Goals? It is will we build it in a way that includes everyone, and should we deploy it here, in this way, for these people?

Asking that question, every time, is what keeps innovation aligned with human development.
